max power of 3 in 40! = 40/3 + 40/9 + 40/27 = 13 + 4 + 1 = 18
3^48 / 3^28 * 3^18 = ( 3^2 )
max power of 4 in 100! = 100/4 + 100/16 + 10/64 = 32
max power of 4 in 60! = 60/4 + 60/16 = 18
